Call For Papers

The Immigration and Refugee Crisis

University of St. Thomas Journal of Law and Public Policy

April 14, 2023 (Zoom-only, Virtual Symposium)

The twin crises of mass immigration and refugees present the world with the prospect of human catastrophe of enormous dimensions. Millions of persons around the world are on the move. They may be driven from their homes in the Middle East or in Eastern Europe by war; or forced from their places or origin in Latin America or Africa by economic upheaval; or calamitous climate change.

Around the world, immigrants and refugees pose challenges for national and international policy. This Call for Papers seeks contributions on the worldwide refugee crisis. Among the themes we would welcome:

(1) What are the obligations under international law to migrants and refugees? What human rights do they possess? And how should the international community respond? As a matter of law and/or as a matter of humanitarian response?

(2) What are the obligations under domestic law? Furthermore, as a matter of public policy, what legislative reforms should the United States adopt to address the migrant/refugee crisis at the Southern border?

(3) What are the appropriate ethical responses to the worldwide immigration and refugee crisis? In keeping with this topic, we would welcome papers that synthesize legal obligations with religious insight. Thus, what are the appropriate Catholic? Protestant? Jewish? Muslim responses to the world’s immigration crisis?

Proposals are welcome on all of these themes and other related concerns.

The deadline for submitting a proposal is February 28, 2023
